Purpose: This study aims to identify, weight, and prioritize the key criteria for selecting competent managers in municipalities, using a hybrid approach based on fuzzy logic.
Methodology: After identifying criteria through a literature review and expert survey, Fuzzy SWARA was applied in the first stage for initial weighting, and Fuzzy AHP was used in the second stage for more precise prioritization.
Findings: The results indicated that the criteria of "Managerial Knowledge and Expertise," "Decision-Making Ability," "Human Resource Leadership," and "Commitment and Accountability" hold the highest importance in selecting a competent municipal manager.
Scientific Value: The novelty of this research lies in combining two complementary fuzzy approaches that simultaneously reduce the cognitive burden on experts and increase weighting accuracy.
