Sport federations increasingly operate at the intersection of public policy, institutional governance, and strategic management, yet the process by which they translate diffuse problems, technical solutions, and political conditions into coherent strategic policy remains under-theorised, particularly outside established Western governance contexts. This paper addresses this gap by proposing an integrated strategic policy-making model for sport federations. Adopting a meta-synthesis (qualitative research synthesis) design following Sandelowski and Barroso’s (2007) procedure, the study systematically searched, appraised, and thematically integrated peer-reviewed literature on sport governance, public policy theory, and strategic management in sport organisations. The synthesis yields a seven-category conceptual model that links macro-environmental antecedents, policy-stream dynamics (drawing on Kingdon’s Multiple Streams Framework), institutional and network governance arrangements, strategic formulation, implementation capacity, monitoring and evaluation, and organisational outcomes through an explicit feedback loop. The model reframes strategic policy-making in federations not as a linear managerial exercise but as a recursive, multi-level political process shaped jointly by governance structure and policy timing. Theoretical and practical implications are discussed for federation boards, ministries of sport, and policy scholars, along with the model’s limitations and directions for empirical validation.
